🩺 Covered California Medi-Cal Eligibility
Medi-Cal is California's Medicaid program. Whether you land on Medi-Cal, a Covered California plan with financial help, or somewhere in between depends on your household size and income. Which question is yours? Tap it.

A Certified Covered California Agent like myself can give you the exact information through the official Covered California exchange portal. Figures use the 2026 federal poverty guidelines for the 48 contiguous states, which apply to 2027 coverage. Final eligibility is determined by Covered California and Medi-Cal.
🎯 Can a self-employed owner qualify for Medi-Cal when net income is low?Start Here
Yes, it is possible. Medi-Cal looks at household size and Modified Adjusted Gross Income (MAGI). For a self-employed owner, that generally starts from net profit after allowable business expenses, not gross revenue.
If your net income falls under the Medi-Cal line for your household size, you may qualify for free or low-cost coverage. Your county makes the final decision.
📊 What is the income limit, and how is it figured for a self-employed owner?Income
Medi-Cal uses MAGI: your net business profit after allowable IRS deductions, not gross revenue.
Adults and children sit on different income lines, and the children's line is set higher than the adult one. The lines move every year, so check the official chart above for the current numbers instead of relying on a fixed percentage.
🧭 Where does Medi-Cal fit on the coverage ladder? The Ladder
| Stage | Generally covers | How the cost works |
|---|---|---|
| Medi-Cal (adults) | Adults ages 19 to 64 under the current income line | Free or low-cost for those who qualify |
| Medi-Cal (children) | Children up to age 18, with a higher income line | Free or low-cost for those who qualify |
| Covered California | Individuals and families above the Medi-Cal line | Financial help based on income, for those who qualify |
| Small group plan | A business with at least one W-2 employee besides the owner | Shared between employer and employee. Ask your tax advisor how premiums are treated. |
🏠 Do business equipment, savings or a home count against me?Assets
For most working-age adults, Medi-Cal eligibility under the MAGI rules is based on income, not on what you own.
As of January 1, 2026, California brought back asset limits for certain other Medi-Cal programs, such as those for people age 65 and older, people with a disability and nursing home residents. Which rules apply to you? Your county decides, and I can help you find out which path you are on.
🔄 What if my income changes from month to month?Changes
Medi-Cal looks at your current monthly income, and you are expected to report changes.
If your income rises above the Medi-Cal line, that change can open a Special Enrollment Period to move into a Covered California plan, with financial help if you qualify. Handled on time, it is a transition, not a gap.
👨👩👧 Can my kids be on Medi-Cal while I am on a Covered California plan?Family
Yes, that is common. California sets a higher income line for children than for adults, so children can qualify for Medi-Cal while a parent enrolls in a plan through Covered California.
🏥 Is Medi-Cal free, and can I keep my doctor?Doctors
For most people who qualify, Medi-Cal is free or low-cost.
It runs through managed care plans that vary by county, so you choose a primary care provider in your county's plan network. Is your current doctor in it? That is worth checking before you assume.
🧾 Does Medi-Cal affect my taxes or my estate?Taxes
Tax questions belong with your tax advisor.
On estate recovery, the California Department of Health Care Services says repayment applies to benefits received at age 55 or older, and is limited to nursing facility services, home and community based services, and related hospital and prescription drug services. Read the state's estate recovery page ↗
For anything specific to your estate, talk with an attorney.
⏳ How long does Medi-Cal approval take?Timing
It varies. Some online applications move quickly, and county verification can take several weeks.
In some situations, coverage can reach back to earlier months. Your county office can tell you what applies to you.
💡 Why have someone check my coverage every year? Why It Matters
Your plan doesn't sit still. It renews on its own, and what you qualify for can change when your income, your household or the rules change.
That is the job of an agent of record. Not signing you up once and disappearing, but watching what is coming for you: rule changes, eligibility updates and plan changes behind the scenes.
